Yeh, it does sound like the amnesty is virtually useless on account of word trickery. Sounds more like a sneaky way of pressuring people to comply, than a safe haven or bit of breathing room until the registry gets the boot.
I hate playing around and deceit.
In any case, it makes no difference to those of us who have the attitude - OVER MY DEAD BODY !
