Interesting point. However, it raises the question of why one can only get an ATC in the city for guarding a bag of cash. An armoured car driver wouldn't be allowed to carry off-duty, if s/he was merely protecting their life against a rapist, stalker, or mugger after their
own
money. The Liberals and NDP are only concerned with protecting banks' assets and violent criminals' lives (especially, if they're ethnic gang-bangers).
