To get back to the FAC days the act of owning a firearm would have to be decriminalized. In the FAC period it was not a crime to own a firearm. Note I didn't say weapon. A weapon is a thing has caused pain and suffering. A firearm is just a thing. Anyhow, the hurdle of the FAC was relatively easy to get over, and you disappeared into the fog.
You actually had to do something bad to get back on the radar scope of the "System".
